Britain's car industry yesterday became the latest to ask for government financial aid and tax breaks to address "unprecedented(前代未聞の) circumstances" this year.
In Germany , General Motors' Opel unit this week held talks with the government on euro 1 bn worth of loan guarantees to shore up(立て直す、支援する) its liquidity.
Germany's carmakers have asked that their financing arms be eligible for state credit guarantees under that country's bailout programme for banks. Talks are still ongoing.


$40 oil price predicted

Oil companies expect prices to fall and will cancel most planned investment projects even at current levels, said Fu Chengyu, head of China National Offshore Oil Corporation . A meeting of oil companies in Beijing predicted prices would fall to $40 a barrel, he said.

The World Bank is set to provide up to $100bn in new aid(補助金) to developing countries, amid fears that the spreading effects of the financial crisis could devastate( 荒廃させる)poorer and middle-income states.

The World Bank would seek to front load a separate $42bn in aid available to the world's poorest countries.

He cited(引用する) the Philippines, Vietnam and sub-Saharan countries as being on the brink(崖っぷち), while noting that petrol producers such as Venezuela and Mexico were suffering from the fall in oil prices.

China's trade surplus hits new record as exports show resilience

China's trade surplus grew to another record last month as the its exporters continued to show greater than expected resilience in the face of a global slowdown.
The politically sensitive trade surplus , which already stood at record levels in September , grew a further 20 per cent last month to 35.2bn after a modest reduction in the growth rate of exports was accompanied by a sharper drop in import growth.

Samsung Heavy Industries, the world's number two shipbuilder by sales, yesterday defied predictions of gloom(陰鬱) for the industry by reporting record third-quarter earnings.
Net profit for the South Korean yard climbed 23percent year-on-year to Won 174.2bn($137m) and sales rose to a record Won2,600bn as Samsung built higher-value, higher-margin vessels.

Much of the fall was due to Won238.4bn of hedging losses after this year's 25 per cent fall in the South Korean currency against the dollar and higher raw material costs.

The cycle has already entered a downturn as new orders are falling amid(最中) the global economic slowdown, which will further reduce global trade and shipbuilding financing, said Jun Jae-chun, analyst at Daishin Securities.

Such yards are more likely to have orders from more financially sable shipowners, which are unlikely to cancel orders because of the market slump.

Such owners are more likely to have arranged all the financing necessary for their orders and face little new risk from worsening credit conditions.

Mr. Jun predicted that earnings at Samsung would not fall much in the next two quarters thanks to order backlogs that will keep the company busy during the next three years.

Hyundai, Samusung, and Daewoo- that have a combined global market share of about 40 per cent.

Detroit's focus must be mobility

There is much debate about whether the US car industry should be bailed out(救済). Some argue that lame ducks(破産者、役に立たない者) should be left to die.Others point out that if GM, Chrysler or Ford fail, millions of indirect employees could lose their jobs too as the colossal(巨大な) supply industry falters(よろめき).
So, I would recommend that any bail-outs from Washington be contingent(条件として、付随的な) upon Detroit's re-invention(発明).
Clearly the 20th-century auto industry business model is broken. Designing, mass-producing and selling cars yields a sad or at best, sporadic(時々起こる) return on investment( unless your name is Toyota or Honda). However , the demand for personal mobility and transportation continues to rise.

Detroit might not be good at heeding(心に留めない) advice but its design and engineering teams are spectacularly(目覚しく) good at developing and manufacturing complex, extremely reliable and durable(丈夫な) products at a very keen price and on massive scale. So imagine how this prowess(武勇) could be utilised to create and build much-needed alternative transportation and infrastructure, such as personal rapid transit systems.

South Korea's foreign exchange reserves declined by 27.4bin, or 11 per cent, lats month, an amount greater than the entire reserves of
Asia's fourth largest economy at the time of the 1997 financial crisis.

The decline came as the government aggressively intervened in the currency market to prop up the weaker local currency and provided dollars to local banks suffering from a liquidity crunch.

The reserves fell from 239.7bn in September to 212.3bn in October.

The country had 22.3bn in reserves on the eve of the 1997 crisis.
There won't be a problem in maintaining our external credibility as the current size of these reserves is sufficient to meet external payment requirements in case of emergency
South Korea is the world's sixth-largest holder of foreign exchange but the government's increasingly costly effort to shore up(支える) the won is bringing back memories of its futile battle to defend its currency during the 1997 Asian financial crisis.Korean won has lost almost 30per cent against the dollar this year.

The steepest monthly fall and the lowest point since the index was started in 2004.

GM and Cerberus race to finalize Chrysler stake deal ahead of poll

Hedge funds were scrambling(奪い合う) to cover their short positions in Volkswagen yesterday after shares in Europe's largest carmaker more than doubled following Porsche's disclosure that it had increased its stake to almost 75 per cent.

These funds, which aim to profit from share declines by selling shares and buying them back in the market at a lower price, had been betting that the difference between VW's ordinary shares and its preferred shares would be narrow.
Preference shares pay a fixed rate of interest but do not carry voting rights, while ordinary shares do have voting rights.

Porsche said over the weekend that it had increased its stake from 42.6 to 74.1 per cent.

Carmakers resort to new model price cuts

Ford motor and Chrysler have taken the rare step of offering discounts on their newest models as they gear up for a ferocious(ひどい) battle for the hearts and wallets of North American pick up truck buyers.
At the centre of the fray(争い) are the 2009 version of Ford's F150 and Chrysler's Dodge Ram, both now arriving in dealer showrooms.
F series has been the US top selling vehicle for the past 31 years, contributing 27% of Ford's 2007 sales volumes.
The Ram accounted for 17% of Chrysler's sales last year.

F series sales in September were 39% lower than a year earlier. Ram sales were down 28%.

CSM worldwide, expects further shrinkage next year and in 2010, bringing sales of trucks down to about half of 2001' 3.3 million peak.


GM and Toyota trucks are sold with heavy incentives , with some dealers offering 2008 models at little more than half price.

Geely campaings for electric black cabs

FTの取材に答えた中国Geelyの社長は、「ロンドンタクシーを電気自動車に変えたい」と語った。
Geely は、ブラックロンドンタクシーを製造するManganese Blronze社の株式を23%保有している。更にブラックタクシーを製造する会社とは上海で、Geelyが51%出資するジョイントベンチャーをもっており、今年12月から中国で自動車を生産開始する。

Tata powers electric vehicles stake

Tata motors has moved a step closer to realising its plan to release an electric vehicle into the European market with its acquisition yesterday of a controlling stake in a small Norwegian electric vehicle company, Mijo.

Tata motor UK will pay USD 2 mio for 50.3% stake in Mijo.

Tata motor will produce electric vehicles , a sedan to be launched in Europe next year.

The German automobiles group yesterday announced that it would slash 3,500 of the 21,000 jobs at its North American truck business.
It intends to close two plants in the US and Canada and to cut administrative costs related to the Sterling brand.

The move followed similar decisions by some of Daimler's competitors after the industry has been hit by a slowdown not only in the US but most recently also in Europe.

Volvo Trucks is cutting more than 20% of its European blue-collar staff, and MAN is reducing this year's production.

Mr. Renschler, head of Daimler's truck business said that no similar moves should be expected for Daimler in Europe. "We are much better prepared in Europe as far as flexibility is concerned," he said.

Expected global economic slowdown could significantly depress Chinese car sales for the rest of this year and 2009 sales could be flat, according to industry analysts. The change would be a sharp reversal after several years of double-digit growth in the world's second largest vehicle market.

JD Power cut its forecast for passenger vehicle sales in China in 2008 to 5.8m units from its previous forecast of 5.95m, making a 6.7 per cent increase over 2007. China's car market grew by 24 per cent last year.

For 2009 JD Power expects passenger vehicle demand to increase only modestly to 5.88m units.
CSM recently downgraded its 2008 sales forecast , partly in response to the economic crisis, predicting growth of less than 10%.

EDF agrees electric car plug-in deals

EDF yesterday announced separete agreements with Renault and PSA Peugeot Citroen to develop recharging infrastrcuture for plug-in hybrid and electric cars in France.

The news coincided with(関係がある) a pledge(約束) by French president to mobilize(駆集める) 546 euro(546 USD) of public money over four years for research and development of low-emission(排気) vehicles.

French energy group is already working with Toyota on plug-in cars in France and the UK.

RWE and Daimler last month launched a pilot to set up 500 recharging points in Berlin for a test fleet of more than 100 Bendz and Smart electric cars.

Automakers developing plug-in hybrid or electric cars are seeking government incentives for them as early models. Carmakers this week asked the EU for uero 40bn in low interest loans for new technology similar to USD25bn package recently approved in the US.

GM and M Stanley share falls blamed on return of short selling

Shares in Morgan Stanley were 16% lower at 14.09 at midday in New York, while GM shares had lost 15% of their value shortly before noon, falling to 5.87$, their lowest level since the early 1950s.

Morgan Stanley insiders said they expected short sellers to target its shares yesterday but added that the sharp fall would not attect the bank's deal to sell a 21% stake to MUFJ group for $9billion.

Trading on the Jakarta stock exchange was suspended indefinitely yesterday after shares on the bourse tumbled more than 10 per cent i 90 minutes amid a liquidity crisis triggered by defaoults on share deals by leading traders and investors.
Exchange authorities were forced to intervene after near-tpanic conditions on the market, which has tumbled 21 per cent shince monday, making it one of the hardest hit bourses in the world.

A key problem is that many brokers relied on the so-called repo market for fnance to facilitate deals. In this market, a seller of debt securities promises to buy them back later for a mutually agreed price.

A family of Aburizal Bakrie, was at the centre of the crisis after it did not meet its market obligations to complete deals, a senior government official and capital market executives told the Financial Times.
Six Bakrie-linked companies were suspended on Tuesday.

The Bakrie family declined to comment , but several people with knowledge of the situation said the family was urgently megotiating to raise liquidity to meet its obligation.

7月に破綻したスペイン大手不動産会社の不良債権により、スペインの銀行の不良債権が急速に増えている。これは、スペイン中央銀行(Bank of Spain)が発表した。またスペインでは5年ぶりの不良債権増加だとも伝えている。
UKとUSの混乱(Turmoil)には直接関係ないがスペインの不良資産がスペイン経済を圧迫している。
7月には、不良債権が9Bilユーロ増加(1兆3千億円)し、40.8Bilユーロまでに膨らんだ。政府は住宅関連への支援を発表している。

注:アメリカの金融危機によりイギリスがかなり被害を拡大している。またイタリア、スペインなど不動産を中心に不況が拡大している。欧州経済固有の不況が懸念される

オーストラリア; マッコリー銀行も危機か

オーストラリアの最大の投資銀行、マッコリーグループが今回の世界的な信用不安により、債務返済に儀面がもたれている。マッコリーグループ本社は、FTの取材に対して、No Commnetとしているが、株価が昨日23%下落、年間で65%下落(Pummelled)した。
オーストラリアの主相は、同国の金融機関は健全であり他の国のクライシスとは異なるとコメントを出した。しかしマーケットの信頼を回復する事はできず、商業銀行のオーストラリアナショナル銀行まで5.3%下落した。

Babcock&Brown社も債務返済力に疑義を持たれマーケットで大幅に売られている。

インド タタモーター Nano決着か

インド大手自動車メーカー、タタが土地問題で世界最低価格のNano工場の建設が中断していたが、West Bengal地域から工場建設用地のオファーが来ている。

注:まだ移転を決定したわけではなく交渉中だ。今までの投資も含め地元工場建設反対派による妨害のため甚大なタタは損害を出している。

米投資家、W.バフェット 米電力会社に投資

米国最大の投資家ウォーレン バフェット氏が投資を決めた。米国AIGが政府の救済措置として20Bilと90Bilのローンを受ける事が決まった前日まで、AIGトップとバッフェト率いるバークシャーハザウエー保険が救済買収交渉をしていた。
しかし、バフェット氏は、最後にAIGの買収支援交渉を決裂。翌日米国政府がAIGを救済する事になった。リーマンブラザーズも破綻前にバフェット氏に救済を求めたが、彼は買収を断った。

今回、バフェットは商品取引で失敗した米国電力会社を救済すべく投資決定し仮契約をした。市場株価の半値26.5ドル、500Millionドルで投資を決定した。市場では今回の投資決定はすばやい判断だといわれている。

(中国がモルガンスタンレーを買収か)

米国モルガンスタンレーが中国政府系投資会社China Investment Corp(CIC)と買収のテーブルに着いた。既にCICは昨年12月、モルガンスタンレーの株式9.9%を取得しているが、今回の投資により、持株は49%になる。モルガンスタンレーは、20兆円の資金量を持つ中国CICのサポートを受けられると金融不安は払拭されると考えているが、役職員は、中国政府に米国の金融機関が買収される事を手放しでは喜んでいない。

CICのトップは月曜からサンフランシスコに入っているが、未だ買収は交渉中であるため中国CICとモルガンの担当はコメントを差し控えてる。

モルガンの株価は、1年で71%下落し、昨日のランチタイムに30%下落し14.79ドルになった。(8月は45ドル前後)

一方、ゴールドマンサックスの株は、一日で12.8%下落した。

注:中国は米国ロックフェラー家のみならず、欧州のロスチャイルド家との関係を強化している。いよいよ世界のロスチャイルド家と中国が組む時代になった。
中国政府は、米国ユダヤ資本と欧州ユダヤ資本との関係をうまく泳ぎ、米国にかわる世界のリーディング国家への道を着実に歩んでいる。



(中国証券市場 :上海株式市場は終わったか)

中国上海株式市場が、昨年10月の高値以来、70%下落した(lost 70%).昨日の株式市場は6%の下落から取引が始まったが、これは世界の金融危機による中国の銀行株が売られたためだ。
中国の政府系銀行である中国銀行、商工銀行、建設銀行など主要銀行は自己株買いを発表したり、北京政府は証券取引税の引下げを発表したり株式市場へのテコ入れ策を矢継ぎ早に発表した。また、今週はじめの市場金利引下げも株式市場には好影響を及ぼした。
しかし、今回の市場テコ入れは一時的な回復に終わるのではないかと金融界では言われている。上海のローカル証券会社のMr.Howieは、「強気市場はいいものだが(well)、それはまさに終わった(truely over)」とのコメントをした。

注:上海市場はオリンピック後しばらく低迷する事は既に金融界で常識となっていたが、国内投資家からの圧力には政府も屈しなくてはならない状況まで株式市場は追い込まれている。今後更にインフレが進行し北京での政情不安までに至らないよう注目する必要がある。

(米 Putnam投資信託、長い歴史での出来事)

米国で最も古い投資信託会社、Putnamインベストメンツは昨日1兆2千億円のMoneyMarket商品をクローズした。これは、保管銀行も信用不安に陥るとともに、MoneyMarketファンドに含まれている最も信用力の高い債権まで利回りの上昇(価格低下)によって、またリーマンブラザーズの社債も持っていなかったがファンドの基準価格が額面(1ドル)われし解約が増えたためと報じている。
(日本の中期国債ファンド、MMFなどがMoneyMarketファンドにあたる。安全な貯蓄手段はもはやアメリカにはない状況に追い込まれている。)

注:あのパットナムファンドがクローズするなど思いもよらない事態だ。昨日のFTのコメンテーターが書いていいたが、もはや米国の時代は終焉か。

中国とロスチャイルド家が手を組む

世界5番目の銀行、Bank of China(中国銀行)が、フランスの La Compagnie Financiere de Rothschild (LCF Rothschild)の株式の20%を取得する方向で動いている。LCFロスチャイルドは財務的に健全だが、今回の出資を受け入れる事になる。
上海と香港証券取引所に上場する中国銀行は、236ユーロ(341MilUSD)をLCFに投資する予定だ。これは中国系銀行にとって初のユーロ圏内への戦略的投資である一方、ロスチャイルドにとっては、世界で最も成長する中国富裕層の資金取り込みを狙ったものだ。

今週火曜日、マーケットがクローズしてから米国のトレーダーの間で朝食での話題になっている6つの信じられない事がまことしやかにいわれている。

第一、AIGグループを破産から救済するためFEDは85Billionを貸し出した。これは前例のないことだ。リーマンを救済せずAIGを救済した事でモラルハザードにダメージを与えたのではないか。
第二、米マネーマーケットファンドが1ドルの額面を割り込んだ「Broken the buck」、数十年の間でこのようなことが起ころうとは誰も思わなかった。
第三、世界で最も安全な3ヶ月TB(短期政府国債)が0.15%下落した。これはパールハーバー以来の出来事だ。
第四、米国国債が世界の金融システムのアンカーとして連邦準備のバランスシートを支えている。
第五、アメリカの独立系証券会社、モルガンスタンレーとゴールドマンサックスは少なくとも数日は独立している。
第六、この6ヶ月以来、米国政府自身がデフォルトするリスクが4倍に高まった。

この6つは現実に起こりえるといわれている。

第七として、通常市場の非常パニックは、その後の市場での急上昇を伴う。しかし、今回は先ずパニックを解決しなくてはならない。今回のパニックは、今年から続いているパニック売りとはちょっと違っているようだ。

かつての熱いロシア自動車市場が、他の国同様難しい局面に差し掛かっている。

石油価格の下落、株式市場の混乱によりロシア市場から製造会社が撤退している。
日本、米州、欧州の大市場でも弱った需要の不足を補っていた中国、インド、ブラジル、その他3大自動車市場も既に需要はスローダウンしている。

昨年250万台だったロシア自動車販売はまもなくドイツ、欧州の大手自動車販売をしのぐだろうと予想していた強気の自動車アナリストも今、見直しを進めている。

欧州の自動車コンサルタントは、ロシアの8月の販売台数は、グルジア問題などにより年間で6%下落、7月比22%下落を伝える。また、ポーランド、チェコなどの販売も9.3%低下しており中央ヨーロッパはいい環境ではないとコメントする。

デトロイト3は、ロシア市場で好調だ。外国トップブランドのGMシボレー、フォードのフォーカスはロシア自動車以外でトップセールスだ。またロシアで欧州メーカーの内トップ2の一社であるフランスのルノーはActovazの株式をブロック取得した。

ロシアの自動車販売は、今年2桁成長を達成すると伝えられている。これは中国、インド、ブラジルなど不振な市場に比べて良好だ。

SCMワールドワイドのアナリストは、「ロシアの生産台数は、他の欧州のように急速に低下しないだろう」という。
しかし、GM,現代、日産、スズキなどのSt Petersburgに工場を開く計画に対しては何らかの影響があるだろう。PSA、三菱は既にVWが工場を持つKalugaに工場を建設中。

Volkswagen has overtaken Tokyota as the world's largest carmaker by market capitalisation afer an extraordinary scramble(這い上がる) by hedge funds to cover positions betting on a share price fall in the German comapny.
VW's shares surged as much as 55% yesterday.
However, the shares then succumbed(負ける) to gravity(重力) in late trading to close 2 per cent down.
VW has a market capitalisation of 94.5euro bn compared with Toyota's(92euro bn) Y12,972bn.

Porsche, the German sports carmaker, owns 35 per cent of VW and intends to raise that to more than 50 per cent by the end of next month.

European carmakers yesterday became the latest industry grouping to ask for support as they said they would approach the European Commission about a 40bn euro loan to develop environmentally friendly products in response to a move by the US.

The US congress last weekend approved a 25bn US low-cost programme, mainly aimed at the big three Detroit manufacturers, to develop green vehicles and engines.

"We will approach the European Commission for a similar idea to the US." said Fiat CEO.The US loan has caused concern among German carmakers such as Volkswagen, which think it could discriminate(見分ける) against foreign manufacturers in the US.


"Other governments should take inspiration from this. Why only in the US. European commission should perhaps do the same"

India's Tata Motors yesterday said it was withdrawing its low-cost Nano car project from the state of West Bengal after more than a month of violent protests by local farmers brought construction to a halt(ためらう).

The decision by Ratan Tata - one of India's most respected industrialists - to relocate the $350m factory for its"people's car" comes as the factory was nearing completion. The company had set a late October deadline for rolling out what is intended to be the world's cheapest car.

リーマンブラザーズ証券

150年以上歴史のある証券会社を韓国の政府系銀行が買収しようとしていた。NYの昨日、ニュースソースにより買収を韓国政府高官筋が否定するという報道でリーマンの株価は乱高下した。

この銀行は韓国産業銀行(KDB)といい、国際金融市場で旺盛な資金調達をしている銀行である。
実は、この銀行の総裁が元リーマン韓国の社長である。
今、韓国は政府系銀行の株式を放出したり、軍需産業である大宇造船の株式も放出しようとしている。それ程、政府の外貨準備高の減少に歯止めがかからないようだ。
にも関らず、KDBがリーマンを買収しようとしてた愚公が報道されていた。

翌日のFTで韓国金融庁長官が否定するという事で、幕引きが行われたが現実味のない資本増強まで進めなくてはならないリーマンの負債額が3兆円を越えるというから、ちょっと理解できない。勿論、リーマンはKDBからの資本注入には乗り気ではないとの報道である。

国際金融市場の常識もわからなくなってきている。
